It's advertising the show before it began - it says "starting on 2nd May on Friday from 8pm".

Nice Japanese! 
Yeah, I liked that design. The first 12-or-so episodes had such a different design (set coloring, Show Down carts, outfits, etc.), always interesting to consider other directions it could've taken style-wise - including this one!

My Japanese is rudimentary, but "蘇る、悪ガキ。" says something like "Revived Brat." Correct me if I'm wrong. These are the definitions that jisho.org gives me.
